About Us

A national mandate, delivered by 3R Consortium

3R Consortium delivers a Revenue Assurance and Fraud Management Solution infrastructure across Nigeria's telecommunications industry, sponsored by the Federal Ministry of Communications and Digital Economy (FMoCDE) and the Nigerian Communications Commission (NCC) — through 3R Revenue Assurance Solutions Limited (3RRAS), the Special Purpose Vehicle established to hold and deliver the concession on the Consortium's behalf.

What we do

3RRAS automates, monitors, tracks, analyzes, reconciles accounts and keeps long-term records of the revenue accruing to the Federal Government of Nigeria in the telecommunications industry — principally the Annual Operating Levy (AOL) owed by licensed operators to the NCC.

We partner with global automation and software companies, deploying technology that links directly into operators’ billing systems so that AOL can be computed in near real-time, with minimal margin of error — rather than relying solely on self-reported figures from licensees.

How the project is structured

The Revenue Assurance Solution was procured by the NCC through the Infrastructure Concession Regulatory Commission’s (ICRC) Public-Private Partnership framework, under a Design, Finance, Build, Operate and Transfer (DFBOT) model. 3RRAS is the concessionaire responsible for financing, building and operating the platform for the term of the Agreement, before transferring it back to the NCC.

In 2023, following presidential approval to bring Nigeria’s digital economy into scope, NCC and 3RRAS signed a Supplemental PPP Agreement establishing the Expanded Revenue Assurance Solution (ERAS) — extending the PPP Term to 15 years and adding a Digital Services Revenue (DSR) component alongside the original AOL component. How we got here

A timeline of the RAS project’s procurement and approval, corroborated by NCC and ICRC public records.

  1. 2015

    NCC opens the bid

    The Nigerian Communications Commission publishes an invitation to bid for a Revenue Assurance Solution (RAS) capable of automating and assuring Annual Operating Levy (AOL) collection across the telecommunications industry.

  2. 15 March 2018

    Bureau of Public Procurement 'No Objection'

    The BPP issues its 'No Objection' letter to the NCC, clearing 3R Company Nigeria Limited's emergence as preferred bidder to proceed through the PPP procurement process.

  3. August 2021

    3R Revenue Assurance Solutions Limited incorporated

    3RRAS (RC No. 1824469) is registered as the Special Purpose Vehicle that will hold and deliver the RAS concession, with 3R Company Nigeria Limited as a founding member.

  4. 26 January 2022

    FEC approval to deploy RAS

    The Federal Executive Council approves deployment of the Revenue Assurance Solution for the Nigerian telecommunications industry under a Design, Finance, Build, Operate and Transfer (DFBOT) PPP arrangement, on the Minister of Communications and Digital Economy's Executive Cabinet Memorandum.

  5. 14 February 2022

    NCC issues Letter of Award

    NCC formally notifies 3R Company Nigeria Limited of its award as concessionaire for the RAS project, for a ten-year tenure under the ICRC Act 2007 (Ref: NCC/PROC/AL/FEC-1:2022/001).

  6. 17 June 2022

    PPP Agreement signed

    NCC and 3R Company Nigeria Limited execute the original Public-Private Partnership Agreement at NCC's Abuja headquarters, granting 3RRAS exclusive rights to design, finance, build, operate and transfer the RAS Platform for a ten-year PPP Term.

  7. 8 June 2022

    Presidential approval to expand scope

    President Muhammadu Buhari, on the recommendation of the Federal Ministry of Communications & Digital Economy, approves expanding the project to include monitoring of Nigeria's Digital Economy ecosystem — the genesis of the Expanded Revenue Assurance Solution (ERAS).

  8. 8 December 2022

    ICRC certifies the Expanded Project's Full Business Case

    ICRC issues a Full Business Case Compliance Certificate for the Expanded Revenue Assurance Solution (ERAS) project (Ref: ICRC/HQ/P/S.04/246/VOL.II/266).

  9. 15 February 2023

    FEC approves the expanded scope

    The Federal Executive Council approves amending the RAS project's scope to add the Digital Services Revenue (DSR) component covering Nigeria's Digital Economy ecosystem.

  10. 26 April 2023

    Supplemental PPP Agreement (SPPPA) signed

    NCC and 3RRAS execute the SPPPA, formally establishing the Expanded Project — two components (AOL and DSR) — and extending the PPP Term to 15 years.
